We lived in the Lisbon suburbs from 2007-2009 with two young kids and had a third there. .... There are a lot of hotels around the Gulbenkian museum, some quite inexpensive. It is a very quiet area with many restaurants and you are near several nice parks. Also you can walk down to the old center from there but take the metro back up. ...
